Okay, here goes: Now I'm not sure if all the syntax is correct (the stuff in angle brackets especially is what I'm concerned about), so feedback would be appreciated. Also, is it possible to have multiple enemies coming off the same event?
Also, I'm testing agility because I don't know the formula that's getting used for speed, so I can't test for that.

This kind of event would be more suited toward a more significant encounter. Something as generic as a bear doesn't really warrant something like this imo. For future reference though, you don't have to worry about using this syntax anymore. You can just write it and explain what you're trying to do in normal English. Also, speed and agility are the same thing. The other admins started using speed for some reason, but I'm keeping it as agility.

That's the thing though, I'm planning to reuse the starting text for other encounters, so the player doesn't know what he's getting into.

If so, the variety of encounters has to be uncommon, diverse, and out of the ordinary. Something like this should not happen all the time as opposed to generic encounters.

I was thinking of a 5% total chance for all encounters using that starting text.

Seems reasonable, although that might actually be a bit too rare. That's an easy tweak though once we figure more things out. You don't have to t worry about that.
