Any weapon can be made two-handed regardless of what sort of classification it falls under, so it's not really an issue. It's just a matter of classifying each one however they make sense.
As for using two-handed weapons as one-handed weapons, that is completely out of the question. It defeats the purpose of making a weapon two-handed in the first place and just makes someone with a ton of strength even stronger. There is no trade off in using a two-handed weapon at that point.

I guess. In Dark Souls when you get your strength high enough you can one-hand a two-hander, but then you swing slowly and in wide arcs. So that's still a trade off. Maybe if using two handed weapons in one hand severely decreased the player's speed that could be balanced. But the way I see it there's not even much of a point to implement such a perk. While fighting one handed is useful in Dark Souls, it doesn't serve much of a purpose in a text RPG. Now, a perk to dual wield shortswords would make a little more sense as that's something that requires a lot of skill in combat.
